This is documentary about how not just random sources but also some government officials, including from Estonia have cheated global audience with fake news, cultivating fear pandemic during corona era, how Estonian government cheated European Human Rights Court to cover up hospital murder and how in 2020 Estonian government itelf to help WHO to create global system to check for vaccination data about people travelling.

In mid April 2020 BBC spread completely fake claim from Estonian health officials who claimed that by the end of April 2020 around 1000 Covid-19 patients are in hospital on Estonian island Saaremaa, but in reality there were less than 60 Covid-19 patients. Spreading false claims in health care has become tradition for Estonian government that in 2014-2018 cheated European Human Rights Court with fake brain death paper to avoid responsibility for article 2 Right to Life, article 3 Prohibition of torture and article 8 Right to privacy violations. After hospital murder in Tallinn 2009 Estonian government officials compiled a fake one page brain death paper and then cheated the EHRC with this. They also cheated court about the illegal secret drugging of victim without informed consent - no consent had been ever written. Violations like that are common in Estonian health care since Soviet years when informed consent was not requested. Covering up medical mistakes and hunting for organs are organized same way - with secret administration of hazardous drugs, including Haloperidol that Washington Post has labelled Soviet era torture drug used to silence political prisoners. The documentary shows how up to most highest level officials in Estonia have decided to cheat for the sake of good image of country and with the price causing more harm as the doctors and nurses involved have been left to work on. In 2018 that lead to new horrible crime when doctors cheated parents of 2 year old boy hunting for his organs.

The documentary is made by journalist Anneli Reigas, who has been journalist for over 30 years, has worked for various news agencies, including for Finnish news agency STT and this century for a decade for global news agency Agence France-Presse.

Since late 2009 she has investigated crimes and violations in post-Soviet Estonian health care and corruption of authorities.

Estonian hospital killed 26-year old Oliver Rõigas to cover up medical mistakes, starting from wrongly prescribed Metoclopramide complications

In autumn 2009 26-year old Estonian Oliver Rõigas fall a victim of brutal hospital abuse, massive involuntary drugging with hazardous drugs, including massive amount of brain affecting Haloperidol that UN torture experts have outlined as a real torture drug used by Soviet doctors to silence and torture dissidents. Oliver Rõigas was secretly administered Haloperidol, Xanax, Clophelin, Propofol, Fentanyl and several other drugs and was murdered in Tallinn biggest hospital - North Estonian Medical Centre NEMC (PERH in Estonian) supervised by Estonian government officials.

Despite the administration of those hazardous drugs was confirmed in August 2012 by Estonian Forensic Science Institute, nearly 3 years after his murder, the case was covered up. 

Over the years it has also emerged that
- one non-Estonian Yehovah witness nurse had started to secretly sedate O.R. with Zopitin without the order by any doctor already since first evening,
- Oliver Rõigas was administered secretly since his first day at the hospital huge amount of Dexamethasone daily (can cause brain swelling/edema when administered for long in big amounts), after he had developed horrible side effects and had agreed up switch of the hospital staff started to secretly insert into his body since his 9th day at the hospital also hazardous drugs Haloperidol, Xanax, Propofol, Fentanyl, Clophelin, Metoprolol, Nifedipine, Amlodipine, Labetalol (Trandate) - all administered without informed consent,
- Oliver´s was tortured with hazardous drugs while his both hands were locked to the bed,
- no medical plan with O.R. signature was ever made neither existed, 
- the MRT test results from his second day at the hospital that indicated he might have infection were ignored by first treating doctor ML, chief of department,
- not a treating doctor but a complete stranger-doctor (Aadu Liivat) to O.R. whose existence was not even known to O.R. gave secretly drugging orders to nurses during first 10 days.
- in some cases as medical records indicate nurses, particularly one non-Estonian Yehovah witness nurse (still working in the PERH hospital) inserted hazardous drugs secretly without the written request from any doctor at all,
- according to medical records from Oct 12, 2009 and Estonian Forensic Science Institute expert act in the evening on 12 October 2009 nurse Oksana Granovskaja administered - without the written order by any doctor - to Oliver Rõigas simultanously several hearth affecting and blood pressure lowering drugs for unknown reason - 50 mg Metoprolol, 10 mg Nifediine, 10 mg Amlodipine and 10 mg Trandate(Labetalol)Half an hour after that attack with drugs by nurse Oksana Granovskaja at 17.30 Oliver Rõigas got irregular breathing, 18.45 his blood pressure decreased enormously and he fell into comatose and needed breathing machine.
- after O.R. who fell a victim of massive involuntary secret drugging fell into coma on his 19th day at the hospital he was not given any drugs any more, including antibiotics despite having two side bacterial pneumonia that was diagnosed on his 13 the day at the hospital,
- half a year after murder of Oliver Rõigas in autumn 2009 in spring 2010 Health Board official, long time Soviet communist health official and doctor Peeter Mardna came up with a false claim O.R. was brain dead 3 days before his death on Oct 15, 2009 and that is why he was left without food, water, medications for his last days - completely false claim because brain death was never diagnosed and brain death protocol never even commenced/never made;
- opinion of neurologist Erkki Loigom from the evening when Russian nurse Oksana Granovskaja injected O.R. into coma on Oct 12, 2009 was later faked and dr Liivat overwrote the signature of dr ERKKI LOIGOM who did not note any brain death and (dr Liivat) added his own remarks, falsely noting brain death - Estonian government submitted this false claim as something dr Loigom had said to Human Rights Court in summer 2015, despite its clearly seen dr Loigom didnt say this.    
- the testimonies of doctors to police confirmed involuntary drugging without informed consent is considered normal by both Estonian and Russian medical staff involved. 

The massive secret involuntary drugging was later "justified" by those involved and Estonian authorities with claim that he had cancer in his brain, but no visible to eye cancer was found during his autopsy on Oct 16, 2009 as is written to that document. The immediate cause of death - as written to the death certificate was not cancer, but brain swelling that is also one possible side effects of dexamethason when given in big amounts for long period. 

Attempt to justify the massive secret drugging without informed consent with any diagnose indicates that both the hospital and authorities have failed to understand that no diagnose can justify the brutal hospital abuse and torture, locking of someones hands and drugging without informed consent with hazardous drugs. 


SEVERAL SOVIET ERA TRAINED DOCTORS AND THOSE TRAINED BY THEM STILL PRACTICE SECRET DRUGGING WITHOUT INFORMED CONSENT IN ESTONIA 

Violent drugging without informed consent was considered normal during Soviet era and Soviet era trained Estonian doctors and those trained by them, incl. some nurses still practice it without any fear to be punished for severe violation of human rights.  

In 2015 Estonian government provided massive amount of lies in this case to the European Court of Human Rights and has done since 2009 the best to silence this brutal abuse and massive violation of most basic human rights. None of the doctors and nurses involved have been punished even by June 2017 in any way and all of them have had a chance to keep working in hospitals, despite all evidence indicate that similar practice of involuntary secret drugging and brutal hospital abuse has been wide practice in Estonian hospitals by several Soviet era trained doctors.  

According to Estonian Patient´s Association 2011 overview compiled on dozens of cases and Estonian Human Rights Centre 2012 Annual Report hospital abuse and sometimes even torture at Estonian hospitals is a serious problem.)

From Metoclopramide/Cerucal side effects to massive hospital abuse and poisoning

Oliver Rõigas had had holiday trip to Sweden with 30 friends earlier in September 2009 and celebrated his birthday with a party on September 12, 2009.

He had been prescribed 200 Dexamethasone pills after he had had operation in spring 2009, he decreased the amount of pill by the end of summer to 0,5 mg daily, because he felt well and had decided to try to stop taking the Dexamethazone at all after his birthday party, without knowing what are the withdrawal symptoms (that might include also feeling bad and even vormitting). 

On September 19, 2009 he visited PERH hospital for few hours where tests were made and he was told that nothing un-normal has been found. But during that visit Metoclopramide (Cerucal) was administered into his body at PERH without his informed consent and he was prescribed and ordered to start taking the same medicine 3 times a day a 10 mg. Already next day on September 20, 2009 his condition worsened - he developed severe rash on face, got problems with one eye )eyeball changed position) and got balance problems - all the symptoms he had never had before and similar to Cerucal possible side effects.

But he had no idea that the side effects of Metoclopramide (Cerucal) include also possible balance problems because the infosheet of Cerucal drug in Estonian did not mention it. On September 23, 2009 he visited his family doctor who adviced him to return to the hospital to find out what has happened.

Five days after been administered Metoclopramide Oliver returned on September 24 2009 to same PERH hospital to find out what has happened. Both on September 19 and September 24 2009 he asked also for tick borne tests, including for Lyme but hospital refused to made them, despite writing down that he had found ticks on his body. Upon his return to hospital on Sept 24, 2009 he was left in hospital for more tests and once again the hospital declined to make tick borne tests. He was told that his condition that had suddenly worsenened after his last visit to hospital on 19 September is not related to tick borne illnesses. Administration of Cerucal was immediately terminated but Oliver Rõigas was not told that the horrible symptoms he had developed during the last five days were similar to possible Metoclopramide side effects.  He was taken into hospital and told that hospital will "study" why he has developed those symptoms.

SEPTEMBER 24, 2009 Massive secret drugging and sedating from first day 


As it turned out years later since the first day in hospital, starting on September 24, 2009 Oliver Rõigas was administered secretly 24-48 times more Dexamethazone (24 mg daily) than he had taking (0,5 mg) before cutting the intake of the drug on his birthday. He was also administered since first evening  secretly without informed consent sedative Zopitin 7,5 mg by the initiative of nurse Oksana Granovskaja as medical records confirm despite Oliver Rõigas had had no problems with sleeping and had not complained about sleeping problems.

Despite the radiologist who made MRT on brain to him on 25 September 2009 (and had no idea he had been given Cerucal 6 days before) wrote in results that he might have just inflammation not a single blood test and any other test to exclude inflammation was ordered (his treating doctor Mihkel Leiner) in next 10 days.

The massive daily secret administration of Dexamethasone and daily sedating with Zopitin followed with new problems that started to occur already since his second day at hospital on September 25, 2009. After Oliver Rõigas suddenly developed speech problems on second day and then breathing problems that got worse and worse at the hospital his mother agreed up on September 30 2009 a switch of the hospital, suspecting that something had gone wrong. The planned switch of hospital that was supposed to take place after weekend, between October 5-7, 2009 but was suddenly cancelled after Oliver´s treating doctor Mihkel Leiner, head of the department suddenly vanished to holiday.  

OCTOBER 3-4, 2009: Plan to switch hospital followed by brutal hospital torture, administration of Haloperidol and locking hands 

On weekend 3-4 October 2009, doctor on duty AADU LIIVAT ordered, according to medical records nurses to administer secretly Haloperidol and Xanax to Oliver Rõigas, despite both drugs are not allowed to patients with breathing problems.  It later turned out that doctor Liivat who was not even treating doctor had given orders what to administer into Oliver Rõigas secretly already during his first week in the hospital and dr Liivat had ordered with his signature also to prolong the massive administration of Dexamethasone on September 30, 2009.

Had Oliver Rõigas switched the hospital the medical records would have indicated the massive secret administration of hazardous drugs and the fact that complete stranger dr. Aadu Liivat and not a treating doctor Mihkel Leiner had been giving drugging orders to nurses at PERH hospital.

On Monday, October 5, 2009 it turned out that the treating doctor Mihkel Leiner had suddenly disappeared to holiday and Oliver who had been secretly administered psychotropic drug Haloperidol and also Xanax several times by the order of dr Liivat was attached to the bed with magnetic lockers. 


OCTOBER 7, 2009 Secret sedation with Fentanyl started to block the leave from the hospital 

On October 6, 2009 new doctor Ekke Nääb who arrived after the request of mother immediately found out that Oliver Rõigas has two side bacterial pnuemonia but had not been given any antibiotics at all. He was taken to intesive care unit where also doctor Aadu Liivat who had been giving secret and illegal drugging orders for over a week by that time then went. Mother was not allowed to enter the room and dr Aadu Liivat then intubated Oliver Rõigas without the consent of Oliver Rõigas or his mother who was the only next to kin at the hospital during all those weeks and one and only fully legal representative of her son during those tragic events.

According to medical records immediately after Oliver Rõigas untreated pneumonia Streptococcus had been diagnosed and despite Oliver Rõigas had developed severe breathing problems at the hospital he was secretly administered on October 6, 2009 between 11-13 massive amount of Haloperidol - 20 mg in 2 hours into veins and also Propofol seven times.


When Oliver Rõigas mother arrived to hospital on morning of October 7, 2009 to transfer his son to other hospital as had been agreed she was told by doctor Ekke Nääb that his son is in condition that is not enabling the transfer and that the transfer is cancelled. Several years later when mother finally got the Estonian Forensic Science Institute confirmed list of drugs administered to his son in 2009 it turned out that before her arrival on October 7, 2009 to hospital Oliver Rõigas had been administered and sedated with one of the strongest narcotics Fentanyl without his informed consent or his mothers informed consent.

After the transfer to other hospital was cancelled the amount of Fentanyl was decreased and on Thursday October 8, 2009 for one day completely terminated because the nurse on duty that day had refused to sedate Oliver and Oliver wrote actively that day to mom to notebook. He requested to go home (he was unable to use his voice at all because dr Liivat had intubated on Oct 6, 2009 him against his will). That day again mother requested dr. Nääb to release his son from the hospital, in order to go home. Doctor Nääb said that it will take too much paper work and the release from hospital will be organised by new doctor Tiiu Paulus at the start of next week while he himself will be in Finland at Kotka hospital (Kotkan sairaala). 

OCTOBER 9, 2009: Abuse with Clophelin started - Some nurses in Estonia insert drugs, even Clophelin without any written order by any doctor


On October 9, 2009 when nurse Oksana Granovskaja was on duty Oliver Rõigas condition worsened rapidly again. According to the medical records O.R. was administered big amount of Metoprolol by nurse Oksana Granovskaja without O.R. informed consent that day and later that evening after mother had left the hospital nurse Kristina Raagmets administered twice - 2 x 0,5 mg - harazardous Clophelin into O.R. without his consent and without the order of any doctor.

On Saturday and Sunday October 10-11, 2009 both Oliver Rõigas and his mom were looking for Monday to get finally released to go home.

October 12, 2009: Another attempt to go home blocked by hospital with Clophelin and other overdoses that lead to coma


When mother arrived to hospital on Monday 12, October 2009 morning O.R. had been sedated with Fentanyl again as medical records confirmed and the new doctor Tiiu Paulus told mother that his son will not be released to home, that he is now in comatose and mother should leave the hospital. Mother refused to leave hospital and two hours later his son woke up in her arms - being not in comatose, but just once again illegally sedated.

According to medical records dr. Tiiu Paulus had orderd also to stop giving the antibiotics prescribed by previous doctor and instead ordered nurse Oksana Granovskaja who was on duty again on 12 October 2009 to administer secretly twice without the consent of Oliver Rõigas or her mother massive amount of Penicillin that was was given 3 times that day.

According to the medical records Paulus also ordered the massive administration of Clophelin to Oliver Rõigas on October 12, 2009 afternoon that was administered twice by nurse Granovskaja without the informed consent of O.R. or is mother as next to kin. Clophelin is also known as rape-drug for its rapid sedative effect in big amounts and can be very dangerous to heart. According to medical records Oliver Rõigas blood pressure jumped up after secret administration of Clophelin.  

After that at 17 on 12 October 2009, according to medical records nurse Oksana Granovskaja administered simultanously several blood pressure lowering and heart affecting drugs into O.R.body without his or his mom informed consent - 50 mg Metoprolol, 10 mg Nifedipine, 10 mg Amlodipine and 10 mg Trandate and without any written order by any doctor.

Half an hour after that drug attack by nurse Oksana Granovskaja, at 17.30 Oliver Rõigas started to breath irregularly, at 18.45 his blood pressure lowered dramatically, his own breathing stopped and he fall into comatose. Immediately after that doctor Aadu Liivat who had been giving secret illegal drugging orders to nurses already since the first week appeared to the intensive care room and ordered Oliver Rõigas mother to leave the room that mother was allowed to return only after dr Liivat had left.

Upon request of Oliver Rõigas mother who like her son has been completely unaware about secret massive drugging breathing machine was then put to help Oliver to breathe. 

FAKE PAPER COMPILED and PRESENTED by authorities as "evidence" to cheat European Human Rights Court 

According to the medical records doctor Aadu Liivat who then stayed at the hospital that night as doctor on duty wrote into O.R. medical records that patient is "brain dead", despite the neurologist ERKI LOIGOM who had visited Oliver had not made such conclusion as can be seen from the notes written on the same sheet of paper before dr Liivat notes. Dr Liivat simply overwrote the signature and medical licence number of the neurologist, modified - faked - the document and didnt add his stamp as needed to any notes by doctor.

In 2015, during the proceedings in the European Human Rights Court Estonian government that had provided massive amount of lies to the Court insisted misleadingly that it was the neurologist ERKI LOIGOM who concluded that O.R. was brain dead already on 12 October 2009 evening, altough that sheet of paper confirms that Estonian government simply put misleadingly the words of dr Liivat into the mouth of neurologist ERKI LOIGOM who never said so. 

13 OCTOBER 2009: OVERDOSES THAT LEAD TO COMA FOLLOWED BY EUTHANASIA

On the morning of 13 October 2009, following the massive secret drugging on 12 October 2009 by dr Tiiu Paulus and nurse Oksana Granovskaja dr. Tiiu Paulus gave order to nurse to stop giving any drugs, including antibiotics to O.R. who had two side pneumonia Streptococcus. Tiiu Paulus also ordered to stop administering Dexamethasone despite its sudden withdrawal after long administratiojn in big doses can cause death according to that drug infosheet.

All these decisions were taken despite the protest of mother who was only next to kin at hospital and thus full legal representative of his son. The test performed that noon on 13 October 2009 upon the request by mother confirmed that O.R. was not brain dead. Despite the repeated request by mother even the administration of antibiotics against pneumonia was not resumed.

OCTOBER !3, 14, 2009 - alive patient treated like brain-dead, no antiobiotics despite twoside pneumonia

The evaluation of brain condition to start the brain death protocol that should include several tests by two different doctors and should be done twice with not less than 12 hour interval was started late on 13 October 2009 at 22, but even the first testing results were not written down and not confirmed by both doctors signature and stamps as required. When both doctors - anestesiologist and neurologist returned on 14 October 2009 the testing procedure was cancelled because Oliver Rõigas had been responsive in front of several people to his mother´s voice. Despite that even on 14 October 2009 the administration of antibiotics was not resumed despite several requests by mother to dr Tiiu Paulus and Mihkel Leiner, head of the department and first treating doctor.
Mother then asked the head of the department and first doctor Mihkel Leiner, who had returned to hospital after been over week away, on the afternoon of 14 October 2009 to rent her ventilator so she can take her son at home on 15 October 2009 and arrange the medical care, feeding and all necessary procedures at home.

OCTOBER 14-15, 2009: MURDER ACCOMPLISHED AFTER MOTHER FORCED TO LEAVE

 According to the medical records in the evening of October 14, 2009 - the PERH hospital staff had been given order to stop turning the O.R. that had been done in every 2-3 hours after he had fallen to comatose in the evening of October 12, 2009. Turning a patient every few hours is compulsory and necessary with all comatose patients to avoid bed sores. The decision to stop turning indicates clearly that hospital decided on October 14, 2009 again to do whatever it takes to avoid again O.R. been taken away from the hospital to home.

The same evening before the midnight mother was suddenly forced to leave the hospital, and when she called the hospital at 5.00 in the morning she was told that her son is not alive any more.

MASSIVE COVER-UP FOLLOWED:

The Board of the NEMC hospital in 2009 was chaired by the Soviet era trained doctor and former Social Minister Toomas Vilosius, long time party fellow of Prime Minister Andrus Ansip from governing Reform party.

Estonian Police refused to open the criminal investigation and declined the request to order independent autopsy on 15 October 2015 that was done at the same hospital next day. The decision to not open criminal investigation gave the hospital chance to amend and modify medical records that were given to mother only 3 months later after several requests to officials.

The hospital, supervised by Estonian government argued that Oliver Rõigas died due to the illness. Both dr Tiiu Paulus and Mihkel Leiner faked test results in epicrises. Mother learned the amount of massive secret drugging and secret massive administration of the hazardous drugs to her son only years later when Estonian Forensic Science Institute confirmed in August 2012 the list of hazardous drugs administered and prosecutor Endla Ülviste agreed suddenly to show it to her after she decided to close the case without any charges. More severe details emerged later from medical records.
 
Massive cover-up by Estonian government officials followed. Altough it emerged in 2014 that doctor Aadu Liivat who was not even treating doctor, but a complete stranger to Oliver Rõigas had been giving secret illegal orders to nurses about administration of several hazardous drugs, Estonian police spent less than hour to question dr. Liivat whom they contacted only in 2011. Police and prosecutor also ignored the fact that dr Aadu Liivat, Health Board inspector Peeter Mardna and other doctors involved and questioned had lied to the police under oath. All request by mother and legal firm representing her to reopen the case were declined and several people involved in cover-up were promoted.

Dr. Ekke Nääb, who had secretly ordered to administer also Haloperidol, Fentanyl and Propofol - same drug that later got Michael Jackson doctor to jail - was not even questioned. Perhaps because dr Nääb was a party fellow to both Interior Ministers Marko Pomerants and Ken-Marti Vaher, in office during the 2,5 years of investigation, opened with half a year delay in spring 2010 and closed suddenly without any charges in autumn 2012.

The secret massive drugging, torture and murder of Oliver Rõigas was appealed to European Human Rights Court on July 23, 2013. The Human Rights Court decided on December 2, 2014 to launch proceedings and to find out whether the European Human Rights Convention was violated in case of 26-year old Oliver Rõigas who perished in Tallinn biggest hospital on October 15, 2009.

Despite the secret massive administration of Haloperidol alone was a real torture act and one of the attempts of homicide by spring 2017 administration of Haloperidol is not even mentioned in statement of facts and Estonian government has not even been asked why Oliver Rõigas was tortured with the secret administration of Haloperidol and Propofol, sedated secretly wwith Fentanyl and Clophelin and why he was tortured with his both hands locked after he and his mom had agreed up the switch of the hospital.

p.s. Human Rights Court info about the case contains several factual errors, not backed with medical records, despite the repeated requests to the court by the lawyer representing the case the factual errors have not been yet corrected.

Washington Post: Haloperidol is real torture drug


The Washington Post article about the adminstration of Haloperidol (Haldol):

"Haldol gained notoriety in the Soviet Union, where it was often given to political dissidents imprisoned in psychiatric hospitals. "In the history of oppression, using haloperidol is kind of like detaining people in Abu Ghraib," the infamous prison in Iraq, said Nigel Rodley, who teaches international human rights law at the University of Essex in Britain and is a former United Nations special investigator on torture.

For people who are not psychotic, said Philip Seeman, a University of Toronto specialist in psychiatry and pharmacology, "prescribing Haldol . . . is medically and ethically wrong." Seeman studied the drug in the 1960s and later discovered the brain receptors on which several antipsychotic drugs work.
The only circumstances in which small amounts of Haldol are appropriate for non-psychotic people, Seeman said, are when a person comes into a hospital emergency room violent and agitated from an overdose of a drug such as PCP, or when someone with severe dementia is delusional or combative. "You or I wouldn't get it if we were emotionally upset," he said.

In addition, Seeman said, typical doses to help psychotic patients accustomed to the drug are perhaps five to 15 milligrams a day. Several deportees were given a total of 30 milligrams, which Seeman characterized as "really high," especially for people who have never taken the drug before.
Even when used for its intended patients, people with psychosis, Haldol has drawn warnings from the U.S. government. In September, the Food and Drug Administration issued an alert citing "a number of case reports of sudden death" and other reports of dangerous changes in heart rhythm. It is, important, the FDA warned, to inject Haldol only into muscles, not veins, and to avoid doses that are too high.
"Pharma non grata" is the way Emergency Medicine News magazine described the drug after the FDA alert.

Beyond the specific drugs used, Rodley said, is a deeper question: "What is the least intrusive means of restraint consistent with the human dignity of the person? . . . I'd be very surprised if the injection of disabling chemicals against somebody's will that affect one's psychological well-being . . . is likely to be the least intrusive means."

Asked to explain the reason for using Haldol and other psychotropic drugs with people who are not mentally ill, ICE responded, "The medications used by Aviation Medicine are widely used in psychiatry." Agency officials said that medical escorts administer "the lowest dose possible." Combining Haldol and Ativan "allows you [to] use less of each," they said, and produces a quicker and longer sedative effect."

Since the very first evening, September 24, 2009 hospital started to sedate Oliver with the psychotropic drug Zopitin 7,5 mg daily without his knowledge and permission, by nurse Oksana Granovskaja, and from the very first day Oliver was also given daily, without his knowledge, a huge amount - 24 mg daily - Dexamethasone, that the hospital claimed long after he had perished 3 week later "was needed as precaution to avoid possible brain swelling", but brain swelling can also be one of the side effects of that drug taken for long period in big amounts.

The enormous daily amount of the Dexamethasone dose was every day 48 times bigger than what Oliver had been taking before signed to hospital on September 24, 2009. He had had operation in spring 2009 and was administred the Dexamethasone after that and had decreased the amount to 0,5 mg daily in September 2009 as doctor had adviced. He had wished to give it up at all after his 26th birthday on September 12, 2009 as he also told to doctors on September 19, 2009 during his visit to NEMC hospital, according to his medical files that I was given first time access only in January 2010 after repeated requests.

After he perished on October 15, 2009 I learned that vormitting is a normal side effect when Dexamethasone dose is decreased or given up at all after long period of using it, as doctors know well. But for some reason NEMC doctors ignored this when Oliver visited hospital on September 19, 2009 and prescribed him wrongly Metoclopramide instead of advice to keep taking 0,5 mg-1 mg Dexamethasone.

Oliver told the doctors that he himself suspected some tick-borne disease because he had had several tick-bornes during the weeks before he turned to doctors in September 2009 according to medical files but NEMC doctors never made any tests for tick-borne related diseases and told us they are sure the symptoms he had got are not related to tick-bornes.

Despite none of the tests done when he was signed to hospital on September 24, 2009 gave a reason to declare him hopeless group of doctors who had never met him before decided so on September 28, 2009. Both hospital and Estonian health officials and prosecutors later made up a false claim that he was declared hopeless on September 28, 2009 due to full body scan that had allegedly indicated that he has tumor spread to internal organs. But no such full body scan was made on September 24, 25, 26, 27 or on 28, 2009 and no full body scan results were included into his medical records too because of that.

Both the hospital and Estonian Health Board declined until winter 2015 all requests to provide that full body scan to me and the similar request by Estonian Patients Union was rejected too. Despite all doctors involved and also government experts gave false testimonies to police prosecutors and judge used the false claim as "fact" that they did also with many other false claims by doctors Aadu Liivat, Tiiu Paulus, Mihkel Leiner and nurse Oksana Granovskaja to police without even looking whether there is evidence in medical records to back their claims.

After Oliver was signed to hospital on September 24, 2009 the daily treatment with the 24 mg Dexamethasone and 7,5 mg Zopitin at the hospital that had hided from him that his complications were caused by Metoclopramide worsened quickly his condition. He got terrible speech problems already next day on September 25, 2009 as noted also in medical files and during first week he also developed breathing problems that got worse daily but the medical treatment was not changed.

In September 2014 I learned that several orders about drugs and doses were given to nurses by a complete stranger - Dr Aadu Liivat whom several nurses called psychopath and who was not a treating doctor and had no right to ask nursers to administer drugs like Zopitin, Haloperidol, Xanax etc to Oliver Rõigas without his knowledge and approval.


Evidence from medical records below confirms that Oliver was secretly administered hazardous drug Haloperidol several times already at the regular care unit during dr Aadu Liivat weekend duty on 3-4 October 2009 and that dr Liivat who was never a treating doctor but a complete stranger to O.R. had been giving illegally drug and doses orders to nurses already earlier on several occasions.
 
             Suspecting that something is wrong we decided with Oliver to switch hospital and


agreed it up with other hospital that offered us a room where I could stay too that irritated some NEMC doctors who - as it later turned out - had been close colleagues for decades with the doctor Anne Perli who had wrongly adviced dr. Eva Vask to start giving Metoclopramide to Oliver since September 19, 2009 that forced us to return five days later due to horrible complications.

On weekend before our planned switch to other hospital, on October 3-4, 2009 Oliver was administered without his knowledge Haloperidol and also psychotropic drug Xanax 0,5 mg several times by the order of dr. Aadu Liivat.

Dr. Liivat became very angry that I had told staff about suspicions that my son´s medical treatment is probably wrong and he told me I will be kicked out from the hospital and will never see my son again when I do not obey staff orders. On Sunday, October 4, 2009 he shouted me in corridor "You will see things will turn against you" that made me so scared that I informed nursers about it immediately and wrote a letter about it to dozens of my friends.

Oliver became scared for his life that weekend when Liivat was on charge and also one nurse - Natalja Merzlikina - told me in front of Oliver there is no need to change hospital and that I should just leave the hospital and things will go quickly then with my son.

On next day, Monday October 5, 2009 we learned with Oliver his treating doctor, head of department Mihkel Leiner had suddenly disappeared to holiday and Oliver´s both hands were locked to bed, with repeated threats to me that I will be forced to leave hospital if I do not obey. I did my best that day to find out who is replacing dr Leiner so we can switch hospital immediately (we needed documents for that) but that doctor (Andres Asser) remained out of reach.

Haloperidol and Propofol administered after untreated pneumonia 

By next morning, Tuesday October 6, 2009, the health situation of Oliver had became really bad and I asked nurse Irina Jakovleva to finally find a doctor who knows something about health in general. Dr Ekke Nääb who returned with Irina then diagnosed immediately that Oliver has got far developed two side bacterial pneumonia (it turned out to be Streptococcus) that had been "treated" until that with Dexamethasone and psychotropic drugs Zopitin, Haloperidol and Xanax instead of urgently needed antibiotics. Oliver was then taken to intensive care room at the same department where also dr Liivat went then quickly as I learned only later - I was not allowed to enter the room and didnt see him entering it.


According to medical records immediately after discovering that head of the department Mihkel Leiner had made a big medical mistake and had failed to  diagnose pneumonia (and did not even order any blood test at all) Oliver was given together with first antibiotics four times big amount - 5 mg each time (4x10 mg written in files, changed to 5 mg later)- of Haloperidol. Haloperidol is a drug that Soviet doctors  used also on political prisoners to break their will. Haloperidol has horrible side effects) and is used for psychotropic disorders, for the people with mental problems. Haloperidol can cause blank facial expression, uncontrollable eye movements, confusion, seizures, difficulty breathing, uncontrollable, rhythmic face, mouth, or jaw movements, neck cramps etc. And such a horrible drug was injected into his body secretly without his knowledge and acceptance by the order of dr Aadu Liivat or Ekke Nääb. Dr Liivat and Nääb also intubated Oliver despite I had clearly told dr Nääb not to intubate my son. 


After Haloperidol Oliver was then administered secretly seven times Propofol that according to that drug information cant be given to patient with breathing problems. 

Its hard to see anything else but a murder attempts in the decision to give Oliver Haloperidol and Propofol immediately after NEMC hospital had find out Oliver had two side bacterial pneumonia that has been treated 12 day with Zopitin and huge amount of Dexamethasone instead of antibiotics.  

Hospital sedated Oliver Rõigas with Fentanyl to cancel transfer
Next morning on October 7, 2009 dr Ekke Nääb informed me that the NEMC hospital had cancelled the transfer to other hospital that was supposed to take place finally that day. When I arrived Oliver seemed sleeping and I was unable to take him away by my own. According to medical records that I was given access only three months later in 2010 January my son had been sedated with narcotics Fentanyl without his knowledge before my arrival to hospital that morning when we finally hoped to leave NEMC.

Next day on October 8, 2009 nurse on duty Nonna Krasnova refused to sedate Oliver and Oliver wrote me actively to notebook. I asked dr Ekke Nääb to allow us to go home but dr Nääb told me the documents to go home will be compiled by next doctor Tiiu Paulus who will come to work on Monday, October 12, 2009.

Next morning on October 9, 2009 that was Friday Oliver´s condition had been worsened again and he wrote me "HELP ME". He had by that time to use pen to communicate with me because he had been intubated by dr Liivat and Nääb against my will he had no chance to use his voice at all. According to medical records he had been sedated again with Fentanyl after I had left the hospital late on October 8, 2009. I asked doctor Nääb again to sign us home but he refused, saying he has no time to fulfil necessary documents.

Upon the request of nurse Oksana Granovskaja who had adminstred sedatives (Zopitin) to Oliver from his very first evening in hospital that I learned only later tracheostomy was then performed to Oliver at noon on October 9, 2009 without Oliver´s approval. After this procedure Oliver developed problems with blood pressure and medical records show that before the procedure nurse Granovskaja had adminstered to Oliver 50 mg Metoprolol without his knowledge and approval and Oliver got blood pressure problems during the procedure. I was told later by another nurse Oliver had needed also blood during the procedure, and I dnt know whether also nurse Oksana Granovskaja who is Yehovah witness who resists any blood transfer knew it.

Comatose cocktail by PERH hospital - 

Metoprolol, Nifedipine, Amlodipine and Trandate all same time


On weekend 10-11 September 2009 me and Oliver were waiting the Monday, hoping to finally go to home. When I arrived to hospital on Monday October 12, 2009, Oliver was sleeping again and doctor Tiiu Paulus who had taken over the duty at intensive care told me we will not be let home, that my son is now in comatose and he will never woke up and I should leave the hospital. I refused to leave and two hours later my son woke up in my arms. It turned out he had been sedated with narcotics Fentanyl again, according to medical records. According to medical records adminstration of the ordinary morning dose of antibiotics against pneumonia was also halted after Paulus had became the doctor in charge.

Dr. Paulus who got very irritated after Oliver woke up then ordered nurse Granovskaja to stop giving my son these antiobitics he had got six days until that time and to start giving him Penicilline instead and first Penicilline dose was given at noon.

Few hours later Oliver was given by doctor Tiiu Paulus and nurse Oksana Granovskaja without our knowledge and approval hearth rhytm affecting drug Clophelin two times, 0,5 mg each time - several times more than normal one time dose according to the drug guidelines. Clophelin is also known as rape drug - it can make a person unconsciousness quickly. After second Clophelin overdose Oliver´s upper blood pressure number jumped from 130 to 180 in 15 minutes, according to medical records. At around 16 dr Paulus then left the hospital.

At 17 that evening on 12 October 2009 nurse Oksana Granovskaja gave Oliver Rõigas without his knowledge simultanously hearth and blood pressure affecting drugs for unknown reason - 50 mg Metoprolol, 10 mg Nifediine, 10 mg Amlodipine and 10 mg Trandate.

Half an hour after that drug attack by nurse Oksana Granovskaja at 17.30 Oliver Rõigas got irregular breathing, 18.45 his blood pressure decreased enormously and he fell into comatose and needed breathing machine.

Granovskaja also gave another amount of Penicilline and Dexamethasone between 18-19.

Nurse Granovskaja told police in 2011 that she had consulted all drugs with doctor Tiiu Paulus by phone after Paulus had left at 16. But doctor Paulus memory had faded and she told police she cant remember such phone call. Both Granovskaja and Paulus hided from police that they gave Oliver Clophelin that day and what was given to Oliver Rõigas at 17, despite all drugs given are listed in medical records they just lied that only "10 mg Trandate" was given.

After Oliver fell into coma dr Aadu Liivat came to room, and wrote "brain dead", despite no tests for that had been made.

After severe medical mistakes on October 12, 2009 Oliver who had two side pneumonia 
was illegally taken off since October 13 2009 morning from all food and medicaments 

Next morning on October 13, 2009 dr. Tiiu Paulus ordered nurses to stop giving Oliver food and any drugs, including against pneumonia. Paulus told police in 2011 she did not do that decision alone but it is not known with whom she made that decision. 

The EEG done then on 13 October 2009 after my request that noon showed Oliver was alive, not brain dead but all my pleas to put back food and drugs were ignored.

My begging to put back food and drugs were also ignored by head of department and first treating treating doctor Mihkel Leiner who had returned from his holiday.


On October 14, 2009 I told doctors I am going to take my son away anyway next day. Shortly before midnight I was forced to leave Tallinn NEMC hospital and few hours later when I called at 5 on October 15, 2009 I was told Oliver is not alive any more.

Massive cover up followed


Estonian police declined that day my request to open investigation. Police was supervised by Interior Minister Marko Pomerants who - as a Social Minister - had appointed in 2003 his friend Tonis Allik to head NEMC hospital (North-Estonian Medical Centre, in Estonian PERH (Põhja-Eesti Regionaalhaigla). The Board of the NEMC hospital was and still is chaired by Soviet era trained doctor and former Social Minister Toomas Vilosius, from governing Reform party.

Soviet era health official Peeter Mardna, who also had close ties to KGB and is also ex employee of NEMC hospital was given a right to arrange expertise by Estonian officials together with several NEMC doctors. When Mardna signed a document with long list of lies his supervisors, including Health Board head Tiiu Aro and Social Minister Hanno Pevkur (Justice Minister since 2012 and Interior Minister since 2014, from Reform party) and later also prosecutors office declined to make Mardna responsible for providing false expertise in any way. Mardna lied about drugs given on October 12, 2009 by nurse Oksana Granovskaja before comatose, hided that overdose of Clophelin had been administered and also made up a claim that the patient was taken off from drugs and food on October 13, 2009 "because being brain dead" despite no such procedure had been even launched, neither ever finished. The two doctors called for that procedure 13 hours after Oliver was let without food and any medicament didnt sign both the the document late October 13, 2009 and next day when they returned they cancelled the procedure both.     

I was given the copy of medical records after repeated requests to Health Board and Social Ministry only in January 2010 and it was then only that I started to find out over the years what had really happened to my beloved son Oliver, praised by his friends as someone who always, since early childhood stood up for justice and was enormously loved by his friends for his kind and helpful heart.

Criminal investigation was finally launched in spring 2010 but not a single NEMC doctor or nurse was asked to testify even that year, in 2010. Testimonies were taken finally in winter 2011 but because I was not shown them before the criminal case was closed 2012 I had no chance to indicate that doctors Leiner, Paulus, Liivat and nurse Granovskaja had lied to police and there is evidence in medical records to prove it. Dr Ekke Nääb who sedated Oliver with narcotics without his knowledge and gave him Haloperidol after finding out department head had made a big errors and staff in hospital that was on duty the night we lost Oliver were not asked any questions by police and prosecutor at all.

After the criminal case was closed by Prosecutor Endla Ülviste in autumn 2012 I found a document from the criminal records that shows the prosecutor Ülviste had even given a written order to evaluate the medical treatment only since September 24, 2009, thus to hide the fact that when my son visited NEMC hospital on September 19, 2009 he had been goven Metocploramide (Cerucal) and that is why he returned for tests to same hospital on September 24, 2009 - due to the horrible complications he had got from Metoclopramide, secretly administered to him by same hospital on September 19, 2009.

In December 2012 Head of Estonian Patient Union Pille Ilves asked me whether I agree to take the abuse, torture and murder of my son in hospital to European Human Rights Court.


On May 30, 2014 my lawyer turned to police with the request to reopen the case and to investigate Estonian Forensic Institute three expert-doctors, including its vice director Marika Väli who had provided a long list of false information to prosecution. Police, supervised by Interior Minister Hanno Pevkur responded in June 2014 with decline, stating that the same persons have been already investigated although nobody has ever investigated the falsification of facts by those expert-doctors during the criminal case.

In summer and autumn 2014 reopening of the case was blocked also by two state prosecutors - former Soviet milice clerk Kaire Jaakson and Lavly Perling. Both Kaire Jaakson and Lavly Perling are both ex partners to ex Soviet policeman Jüri Pihl who recruited dozens of KGB-related people to Estonian security police of who  many have been turned out kept working for Russian security services. In September 2014 Lavly Perling declined to answer to my crime appeal regarding the falsification of facts and ignoring evidence, declined to reopen the case and let several crimes to expire as even torture expires in Estonia in 5 years. After the 5 year date passed in October 15, 2014 Lavly Perling was appointed by Estonian government as General Prosecutor.

On September 30, 2014 Perling had sent me a letter where she wrote there was nothing criminal in fact that doctor who was not treating doctor - Aadu Liivat - gave orders to nurses what kind of drugs to give to my son, and Lavly Perling also claimed that there is no need to punish nurse Oksana Granovskaja for not telling truth to police, etc etc. In January 2016 prosecutor Kaire Jaakson informed me in written again that there is nothing ciminal in this that nurses and doctors didnt tell to police what they have administered or ordered to my son.

Perling was outlined in mid August 2014 as a sole candidate to become Prosecutor General by Justice Minister Andres Anvelt, Soviet era Soviet police school graduate and friend and party fellow to dr Aadu Liivat son, who took over Anvelt´s party job as head of social democrats unit in Tallinn this autumn 2014.


I learned only in spring 2014 that the tragedy that lead to the murder of my son in Tallinn hospital started in September 2009 from the horrible side effects of Metoclopramide, noted as Cerucal in medical files.

I have no doubt there are also good doctors in Estonia, in all ages, and many of them, even some from NEMC have contacted me and honestly described similar cases and problems and the lack of basic patients safety in Estonian hospitals. But in general Estonian health care system is still lead mainly by ex-communists, doctors of whom some were also once part of Soviet nomenklatura and who seem to carry the same moral and ethics they got from Soviet era, believing that its up to doctors solely to decide what kind of drugs they administer and prescribe and patients dont need to be asked or told and that they, the doctors and not the human rights prevail when you cross the entrance door to the hospital.


Secret administration of drugs into someones body is a torture and murder is a murder.

But sometimes when the crimes take place at government supervised institutions like hospital laws exist on paper only.


People suffer, but nobody cares.

Autumn 2013: UN Secretary General Ban Ki-moon in Tallinn: human rights should be taken seriously by every government


PhotoUN Secretary General Ban Ki-moon hold a speech at Tallinn University on November 16, 2013 during his two-day visit to Estonia, stressing that dignity for all should be our main principle and highlighting many important problems in his speech to hundreds of students, diplomats and officials. After taking a chance after his presentation to deliver welcome wishes to UN Secretary General also from the staff of United Nations mission to Estonia in 90s, including myself as UN Information and Coordination Officer at the Office of UN Resident Coordinator and UNDP Resident Representative I also noted to Ban Ki-moon that when you step out for human righths in Estonia you are simply smashed down by the current government, but you learn this and how corrupted that system really is only when you find itself in situation like that. I would have wished a lot that UN Secretary General would have had a chance to meet also leaders of Estonian Patient´s Advocacy Association to get the more honest picture about what the struggle for human rights, including in health care really means in todays Estonia and how vast is the corrupted ring of officials up to Chief Prosecutor Norman Aas, Justice Minister Hanno Pevkur and many more who do their best to cover up even the most severe abuse cases in Estonian hospitals. UN report 2013 about torture in health care

On March 5, 2013 United Nationas launched a report about the torture and violation of human rights in healt care establishments. The United Nations Special Rapporteur on torture, Juan. E. Méndez called for an international debate on abuses in health-care settings that may cross a threshold of maltreatment equivalent to torture or cruel, inhuman or degrading treatment or punishment. The very welcomed UN report can be find here.

2 Estonian prosecutors falsificate facts and evidence to close the cases

Autumn 2012/winter 2013. North Estonian prosecutor Endla Ülviste closed in autumn 2012 criminal case about the abuse, torture and violation of human rights at the biggest governmental PERH hospital in Tallinn in autumn 2009. EÜ signed the decision a day before Estonian doctor´s union leaderhip agreed to suspend the doctors strike, publicly launched as for pay increase. Several members of the union leadership had been personally involved helping to cover up the same case. Soon after in November 2012 EÜ´s colleague prosecutor Kristel Eliste closed the criminal case launched in 2011 upon the appeal of the Estonian Patient Advocacy Association about many lies and violations of several laws by state health surveillance inspector Peeter Mardna who has helped to cover up the case since autumn 2009. 

Mardna, the high rank health official in Estonia also during Soviet occupation when the country was run by KGB and communist party is paid extra money also by the hospitals whose council member he is despite being same time state health surveillance inspector. Lias of that man had been partly used by prosecutor Ülviste to close the hospital criminal case supervised by her since spring 2010. 

Closing the two criminal cases both Ülviste and Eliste falsificated several facts. Eliste has been also caught deliberately hiding the fact about existence of evidence in order to release the state health inspector from criminal proceedings for his legal violations and lies used partly by same the prosecutors.

"This is how the severe hospital abuse cases are slammed down in Estonia. It is far not seldom case but a style we have seen by authorities for nearly 20 years," Estonian Patient Advocacy Association summarised the another cover up, adding that only international assistance and pressure might bring a change one day.

The hospital and medical staff involved got also help from Marika Väli, Deputy director of Estonian Forensic Science Institute who had no problem to falsificate some facts in her "expertise" herself. Among other things Väli signed a lie that there "is no proof in medical records" that a patient in abuse case was chained to bed in hospital. However, there is the written evidence, written clearly by nursers whose records the hospital and authorities didnt manage all to falsificate.

Even the fact that the hospital had "treated" 12 days the young patient with brain suppressing substance instead of antibiotics he had urgently needed to cure two side bacterial pneumonia streptococcus that hospital had failed to detect 12 days because necessary tests were not done and one earlier test just ignored was not mentioned as medical mistake during that cover-up action. Not a single test was made during the "expertise" by Väli that simply echoed the lies of the hospital.

In order to save nurse who had left helpless young patient naked next to open window by morning in chilly Baltic October, another means were found - the nurse was simply not contacted at all neither bothered with any question by police or prosecutor. That didnt avoid prosecutor to declare that the acts of torture "were found groundless". All medicine and food taken off without any legal right? That cruelity -  first ignored for long - was decided to be covered up with simply ignoring the facts. Etc. etc. Long, long list of lies.

If you wonder what happens in Estonia when even prosecutors and high level state experts falsificate facts and evidence in hospital abuse cases and you might conclude that probably - as you read it here - nothing follows the answer is correct, as of the end of March 2013 long list of what and how was falsificated has simply been ignored.

The very long list of misconduct, lies, falsifications, ignorance of facts- all of what  can be proved with medical files and criminal file documents - filed by one of Tallinn wellknown law firm that went through  all the case related documents was just ignored as well. When prosecutors lie it takes only one judge and not a single court session to decide the investigation should not proceed.

Among the reasons why things like that can happen seems to be wide and strong backing from some top politicians. Estonian 2009-2012 Social Minister Hanno Pevkur, who decided not to punish health surveillance inspector for his lies and violations of several laws while covering up the case in state supervised hospital, is since autumn 2012 the Justice Minister.

Last, not least - almost all involved in helping to slam down hospital abuse cases got their medical or juridical education and seemingly also relevant  ethical standards during Soviet era.

The general attitude not only the medical staff involved but also authorities in Estonia seem to hail is that when a person is ill he or she has no similar human rights one might presume should be part of everyone´s rights as stated in UN conventions on human rights and torture.

June 2012 - no changes. Several new cases about patients abuse have been revealed in Estonian media in recent weeks, but there is still nothing but silence from parliament regarding our call for patients rights law. Estonian daily Postimees quoted a story this week about a patient who had just perished this week - after operation at Tallinn biggest hospital PERH the man was left bleeding from his operation wound in his hospital bed for full day and was discovered like that only after her daughther arrived to hospital! Just a week before another story from another Tallinn hospital about abusive treatment of patient was revealed in media and once again, was followed by complete denial of problem both by those involved and Social Ministry health officials. The Soviet era communist elite doctor Peeter Mardna, who will turn 80 in few years is still firmly in office there despite all his falsifications and lies in medical surveillance cases and the pending criminal investigation about is unlawful activities that the social minister Hanno Pevkur (since autumn 2012 Justice Minister) itself has helped to cover up. The way all the topic is handled in Estonia keeps reminding a lot the Soviet era - no man, no problem and when a problem is revealed the credo of responsible officials seems to be - target the victim, not the problem.

Estonian Prime Minister Andrus Ansip who is one of those on denial and even refused to answer last year to Patients union letter about brutal abuse of patients in some Estonian hospitals has repeatedly slammed on matter with claim that "Estonian health care is one of the best in world". Just recently OECD revealed a report on topic where the unsufficient level of medical treatment in Estonia was underlined with note that there really are problems with the shortages of quality of modern medical treatment in Estonia.

New Human Rights Report 2012 about Torture and Abuse of Patients in Estonia

Overview about the abuse of patients and the violation of human rights in Estonian hospitals now available in English. The Report was compiled by Estonian Patients Advocacy Association (EPAA) in 2011. In April 2012 the abuse of patients in Estonia was highlighted also by Estonian Human Rights Centre in its annual 2011 report, launched in April 2012 with the note that patients abuse in Estonia is a severe violation of Human Rights and international agreements signed by Estonia; and in some cases the patients abuse in Estonia can be called a torture. The following overview was one of the core documents used for EHRC report opening chapter about the patients abuse.

Summary of abuse cases:
- The patients and their loved ones are treated without respect, with humiliation and brutally, health service providers cause knowingly and constantly severe misery to patients;
- the care for patients can be described as criminal neglect, patients are treated in a way that is humiliating and causes suffering;
- patients whose condition restricts their movement and force them to stay in bed are not fed, left without water and not assisted when they wish to visit toilet;
- patients considered by staff inconvenient are illegally chained/tied;
- the necessary health care tests are not made, medications not provided;
- instead of necessary care patients are injected/given huge doses of intoxicating drugs and/or chained to bed;
- patients and their relatives are verbally abused and humiliated, when patients or their relatives complain and ask for better care they are threatened to be kicked off from the hospital and the staff starts to persecute them;
- some health care providers try knowingly to take steps that could cause the death of the patient (giving them overdose of drugs, withdrawing necessary medications, freezing the bed-attached- patients while leaving them next to opened window during chilly Nordic weather; etc.
- Estonia lacks the objective and effective handling of patients complaints about medical service quality;

Soros NGO helps Estonian patients union, punished by government

Estonian Patients Advocacy Association, www.epey.ee that revealed in 2011 an overview about the sever abuse of patients at hospitals and took a strong stand against the ongoing harrassment of victims revealing the truth was punished by governing coalition that cut the 2012 budget of the patients NGO several times. The NGO survives only due to the help from George Soros funded international institute dealing with human rights. Silent victims

This site is dedicated to my son and all the other victims who have been abused, some even tortured and/or perished due to the wrongdoings in the hospitals in Estonia, the member state of European Union.

According to the 2010 study available at Tartu University website its estimated that around 1500 people die in just 1.3 million population Estonia every year due to medical errors - number that as experts claim could be quickly at least halved in case the doctors, health care leaders and government admit the problem and would take relevant steps to avoid it. The study was compiled at Tartu University by doctor Teele Orgse who is supervisor for quality at the hospital in Estonian town Pärnu. The need to start accounting more patients needs and rights was highlighted also recently in article by Estonian Hospital Association head Urmas Sule whose much more modern views differ sharply from still Soviet style minded buraucrats at Estonian Doctors Association that has ignored for long the need to deal with abuse and medical errors. Patients rights are an essential part of human rights but not in an ex-Soviet country like Estonia. The Soviet era mentality still lives strong in Estonian health instutions and health quality, the country has even no patient rights law, and the most basic human rights of patients are often violated and ignored. The lack of responsibility and the feeling that criminal legislation is not valid for the medical staff in Estonian hospitals has long ago reached the point where it cant be tolerated any more.

UN names Liam Donaldson as Patients Safety Envoy

The head of the United Nations World Health Organization WHO appointed on July 21, 2011 Liam Donaldson of the United Kingdom as its envoy for patient safety to help mobilize support on the issue among donors, philanthropic organizations and governments. “With this nomination, WHO is signalling the importance of ensuring that patients get safe, high quality health care all around the world,” said Margaret Chan, the WHO Director-General, announcing the appointment in Geneva. Great step!

Fatal mistakes, organ hunters

Estonian weekly Pealinn, published in capital, had an horrific story in May 2011 about young woman Milana Kashtanova from Estonia whose father told the newspaper how some Estonian doctor expressed his view the family should think about giving up her organs, claiming she has no chances. The family that managed to take Milana to Germany has prooved how wrong the Estonian doctors were once again - after treatment in Germany she became awake and regained also ability to speak, recovering step by step. In August 2011 Milana was taken back to Estonia and instead of Tallinn hospital that declared her hopeless is at the Tartu University hospital that differs like a day and night from the hospital in Tallinn and is much better, his father Vadim told me.
Out of nine Estonian doctors who concluded in 2010 his daugther is in "permanent vegatative" status and there is no cure for her brain FIVE were same doctors related to the tragedy that finished the life my son in their hospital in autumn 2009.

Just in autumn 2010 72-year old long time Soviet doctor
Peeter Mardna who has been working as health quality" expert under Social Ministry/Health Board in recent years and has violated many rules in health quality violation investigation cases humilated and heart a lot publicly also their family. Mardna claimed the young woman is hopeless and called people whose relatives are in similar situations to "think about donating organs". Mardna has not been given right by Milana family to comment their case, neither has anyone apologized for that wrong "expert" view. One can hardly imagine more cruel person into state paid health official duty.

New wave of reports about brutal treatment of patients in Estonian hospitals

STEP FORWARD: On May 30, 2011 Social Affairs Committee of the Estonian Parliament decided to create a special working group after the committee extended session that discussed the ongoing claims about medical errors in Estonia, abuse of patients and lack of patients rights. Estonian Patients Advocacy Association requests that the 72-year old ex-communist long time health quality claims supervisor Peeter Mardna will be exluded from the work of the commission due to repeated violation of legislation and personal help to cover up the medical errors and punish with lies and public humilation the patients and their relatives who have dared to disclose the abuse cases.
Regardless of many stories, incl. by leading Estonian daily Postimees about brutal treatment of patients in Estonian hospitals, regardless of hundreds of similar cases patients or their relatives wrote at Postimees net site after the daily disclosed my letter about the brutality my son faced at the Tallinn biggest hospital where he perished in autumn 2009, regardless of study up at Tartu University site that estimates at least 1500 people die every year due to medical mistakes in Estonia, a country of just 1.3 million people, the ex-career communist, Prime Minister Andrus Ansip whose Reform Party supervises also Social Ministry and health care, sees no problem as he stated again to parliament in spring 2011. Lets hope the international pressure will from now on force also Estonian government to admit the cruel reality. Head of Estonian Patient Advocacy Association Pille Ilves, quoted in AFP article on May 16, 2011 below, told me that the estimated number of 1500 people perishing every year due to medical errors in Estonia, is not correct - Ilves said that the actual number is much bigger than that because unlike developed countries the post-Soviet Estonia lacks many basic patient safety and hospital responsility mechanisms, common in West Europe and US. Overview and examples of abuse cases in Estonian hospitals as revealed by patients

The cases are unedited complaints by patients and their relatives from 17 Estonian hospitals and nursing hospitals as provided to Estonian Patients Advocacy Association and to the Estonian national broadcasting company ETV program Eyewitness (Pealtnägija) that reported in 2011 patients abuse at the Keila branch of Tallinn biggest hospital PERH.

There is shortage of health care services in Estonia and what is offered is often unqualified, brutal and humiliating.

The serious complaints in nursing care have been registered from different parts of Estonia that indicates there are general shortages in the health care system;
- irrelevant financial scheme that cuts the interest of health care service providers to offer quality service and achieve the gratification of patients and destroys the chances to enable new service providers to enter the health care market (finances should move with the patient but not like in Estonia where the health care finances are allocated according to the service agreements concluded and supervised by the Estonian Sickness Fund, that looks a weird order giving favors to some service providers);
- lack of quality systems both on state and institutional level;
- lack of assistance services for families, limited supportive options in nursing for the patients loved ones;
- complete lack of objective and effective handling of patients complaints about medical service quality;
- complete lack of investigations about suspicious death cases in hospitals and nursing hospitals;

Patients have illustrated to Estonian Patients Advocacy Association the health care and nursing services in 17 Estonian hospitals and nursing hospitals with following examples and complaints.

1. Patients and their relatives are not informed about the treatment, health care services and prognosis. The request for information is ignored and both patient and the relatives are left uninformed. In some cases relatives are not informed about the death of patient or the info is given to the wrong people.

Among the complaints provided by patients following cases were described:

a) when I entered the hospital I did not find anywhere the info where exactly is my mother-in-law, so we had to walk through all the floors until we found her at the 6th floor;
b) it was impossible to meet the doctor, we were waiting hours for doctor behind the doctor´s room, our emails remained without answer;
c) at the section where my sister was we did not see any medical staff, I was looking for nurse or doctor to get info about her medical condition and test results to ask whether she has been fed and taken care, but unfortunately I did not manage to find anyone. After visiting hospital and calling hospital every day we managed to finally reach the doctor via phone a week later;
d) I wished to ask about the health condition and treatment of my mother-in-law. The staff member who was Russian and spoke bad Estonian answered arrogantly that I should not ask her but turn to doctor. Because it was Sunday, another doctor was at work. I asked to meet the doctor in person but was not allowed, instead the phone number of doctor was dialed and I was handed the phone to speak. After introducing myself and telling why I am at the hospital I was berated by the doctor who asked how can I dare to trouble the doctor and I was told the doctor is not obliged to tell me anything at all. After more and more verbal abuse by doctor I finally hang up;
e) I was told someone of doctors is dealing with my sister but until today I do not know who that was because there was no-one to ask;
f) Two weeks passed and there was no talk any more about the treatment or washing. It was also not possible to meet the doctor. It all made me to wonder later how naive we had been;
g) I had tried all the time to speak to the doctor but I managed to meet the doctor finally only when I had to go to sign the papers to receive the personal belongings after the death;
h) In the evening of the day when she was transformed I wished to go to see her but was told the visiting time is over. When we called the hospital we were told there is no point to come to see the grandmother because she is in comatose. Upon our strong request we were allowed to visit the hospital and it turned out grandmother was not at all in comatose but fully conscious. The same male doctor also later apologized that he messed up something. When we looked for the doctor of the grandmother it turned out no medical treatment was ordered for her and there was also no medical documents about her previous illness at Tallinn biggest hospital PERH branch in Mustamäe;
i) We did not see doctor even once during all that time;
j) When we talked (with doctor) on phone the doctor did not return any calls despite promising so. I will call you back... and that was it. The patient had very rare illness. Where is gone the professional attitude, professional interest?
k) We the relatives were not informed about the transfer, despite you could presume first aid staff or hospital might do that, especially when its about a severely ill patient who is not capable to do that himself. So we started to search together with mother. After several calls and searching numbers in net we finally found out where the patient had been transformed;
l) With all documents finally in hand we then had to go to morgue to take clothes to our loved one who had perished. When we reached the morgue it turned out we had been sent to wrong morgue by hospital despite we had been given even the bulletin of the funeral company and the address had been underlined for us by hospital! The bulletin was in Russian despite we had asked it in Estonian because we do not know Russian. They said only in Russian, so we live in Estonia but not even bulletins in own language.
m) On August 6 my mom and uncle found that the bed of my dad in hospital was empty. When they finally found the nurse they were told dad is in Tallinn biggest hospital morgue. When asked why the hospital did not inform family about the death the reply was that probably there were no contact data left despite I had asked so many times the doctor whether they have my number and answer was always: of course. Later it turned out finding an empty bed in that hospital like that and the practice not to inform relatives about the death is a common thing in that hospital.
n) When the staff heard I am myself from Estonian Patients Advocacy Association the man shouted categorically and impolitely: "WITH YOU I am not going to speak!" and disappeared behind the door quickly.
o) The hospital gave misleading info and the client had to drive without the need 100 km.
p) Client says his mother-in-law is in hospital and the doctor declines to speak on phone and share the info. The patient is in such a severe condition she is not able to defend her rights and handle the situation. Client is seeking to get info from a doctor regarding the health condition of the loved one and treatment.
q) Mother of the client is taken to hospital after traffic accident. Client asks to see the treatment plan for her mom. The doctor is not giving the information on phone and cuts the phone call without offering any time to meet. The attempt to arrange the meeting via nurse fails also because the nurse claims she has no idea when the doctor is in hospital and ready to meet.
r) When I asked when I can meet the doctor I was shouted: do not interrupt us, we have important work tasks!

2. Patients and their relatives in Estonian hospitals are treated in disrespectful, humiliating and brutal way. Health care service providers cause knowingly and constantly severe suffering

2.1. patient not taken care despite regulations request, bed-attached-patient not turned from one side to other as requested and as a result it causes bedsores that can be avoided only if the relatives make the nursing procedures themselves

s) the patient had been not turned in bed for several days;
t) I am still wondering how the bedsores can occur already during the first day in hospital;
u) the patient was not washed 22 days!
v) our mother got bedsores;
w) our mother had got bedsores and she was left "resting" on rot sheets. When we cleaned her the nurse came and screamed why we interfere with her job, adding that what we do is not prolonging the life of our mother, and nurse also asked us to give her money;
x) My spouse had got big bedsores during the weekend in hospital that was the result of bad nursing - how to impact the medical staff to do their job better? Asking for help;
y) patient got bedsores in hospital and there were even little worms inside the wounds by the time the patient was taken to another hospital. Because the patient had no close relatives the acquaintances who had informed Estonian Patient Advocacy Association did not wish to make official complain. Patient itself was in such a severe condition it made it impossible to stand for her rights herself;
z) The patient was kept only in bed and without any movement three weeks and we were told lies by staff. Patient roommates told us the patient had been kept in bed all that time.

2.2. Bed-attached patients are not fed, not given drink and not assisted when wishing to visit toilet

aa) Next to our grandmother was an old lady who had cancer and whom we also fed;
bb) Patients who are so ill they can stay in bed only are "given" food and drink simply so that the food is left to the nightstand near their bed and half and hour later its taken away with comment that the patient is not eating. How can patients so ill eat themselves??? Nobody is helping them there;
cc) I do not know whether the patient was fed;
dd) She was like dead body despite being alive, food was left at nightstand and she was unable to eat herself so they took it all off later, my mothers mind was very clear all time until she perished
ee) Food was not taken to the patient;
ff) When mother had better days she wished to go to WC herself but when I asked nursing staff for help they said their backs will get ill when they do that so I helped mom alone myself;
gg) I need to note that during all the time I spent at that hospital several older female patients asked for help, screaming from their bed, begging staff for water etc. But the answer was silence from the hospital staff - nobody moved to help them and they were not even ashamed despite I was there too;
hh) we were very worried for mother because there was even no assistance call button in the hospital room. Mother asked loudly for help to get to WC but no-one reacted despite she asked very loudly;
ii) Because the patient was old and ill at least someone from the staff could help the patient with eating, not speaking that the only time the patient was washed was when the relatives did that job themselves at the hospital;
jj) by that time father who had cancer and diabetes had been without food and drink for six days. That will exhaust even an healthy person. Turned out he had not been given at the hospital even the medications that he had been ordered and taken regularly at home;
kk) when the patient became bed-attached the staff seemed to lack any skill and also the will to offer modern nursing care;.
ll) one day I reached my mother at the hospital just before she was taken to procedure to install her feeding tube despite she was able to eat when assisted but no-one had asked us. We did not want the feeding tube installation procedure. It was clear they wished to get rid of the old woman quickly;

2.3. The care at the hospital can be illustrated as criminal negligence, patients are humiliated and treated in a way that causes severe suffering

mm) on the day when we went to take mother to home it turned out she had fallen to floor while on her way to the toilet and nobody came to help her before the lunch time. Mother said she had been on floor for hours and she had kept screaming for help all the time. It caused paralysis to her lower body and transfer to special nursing unit was needed. Four patients together with her in the same hospital room said that when mother had arrived there she was taken immediately to washing room where she fell again to the floor and then lied there on her urine;
nn) entering the hospital room we saw another shocking scene: my dad who had been nice and cheerful man was in bed with swaddling clothes and without a blanket, he had been given just some sheet that had fallen to floor, window was opened and his lips were dark blue and dry because no-one had given him water and he was unable to move himself enough to get it...The bed had been switched up from front side and as a result his body had fallen lower so he was unable to move even his only leg left. Where were nurses??? Had someone visited him at all??? I also note that there was no assistance call bell - so patient cant call help. He had also no voice due to his lung cancer that means he was also unable to scream for help;
oo) Young Russian staff member came and pushed him quickly up from shoulders despite his medical files indicate he has fracture in scapula. It seemed that no-one had even read his medical documents because he should not have been lifted up like that!!!
pp) When the condition of the patient worsened during the night patient had screamed for help several times, there was no help assistance call button, patient was asked to stay silent and sleep on, doctor was not invited and the patient had to wait for assistance until the relative reached the hospital;
qq) Dad had stroke and is paralyzed from one side, fed via tube and has brain injury. He fell from bed and got more injuries, should we take him somewhere else?

2.4. Patients in Estonian hospitals considered by staff inconvenient are illegally chained, despite the action is violation of the legislation

rr) On Sunday we took her to hospital and Monday morning we were called and told to take our mother off immediately because they claimed she is raving. She had been all her life a calm person who never had arranged war of words with anyone. It was hard to believe what we saw when we reached the hospital - she had been chained with belts to the bed at the hospital room. First thing she did when we arrived was to ask us to take her to another room where she started to count her money that felt weird because she was not the kind of person to suspect others. Now, later, we understand - she probably did not wish to leave her bag with money from her sight and she had seen that someone had tried to take something from her bag;
ss) Father has brain injury and is in hospital where his hands have been chained to each other, is that legal and allowed?
tt) Father of client chained, daughter worried.

2.5. Patients left with their excrement in bed for long time

uu) I asked them many times to change the diapers. Whether he was cleaned and washed during that time I do not know;
vv) I found many times mother in hospital bed with her excrement, she had also vomited, her mouth was dry and not clean. I washed her myself and also changed her clothes. She asked me every night not to leave her there but what could I do - she needed professional medical help so I could not take her home;
ww) They even do not wash patients. When my friend had been late with paying the bill immediate warning letter came that mother will be kicked off from the hospital;
xx) the room-mate at the hospital was kept by staff 24 hours in bed with excrement that looked like some kind of punishment because he had dared to push the assistance call button. He was brutally berated and as a result none of the patients at the hospital room had courage to push the assistance call button fearing the revenge by hospital staff.

2.6. Patient is left alone for long time and the condition of patient is not controlled, when patient dies hospital staff has no idea sometimes even on which day it happened

yy) no-one knew when mother passed off. Her body had been put away to cleaning woman messy room where all the working tools and chemicals of cleaners were -and her dead body;
zz) no-one had appeared to the hospital room door to find out how the patient was doing;
aaa) grandmother, 85 and in full sense, complained every time that nobody is visiting her for days, none of the doctors or nurses, no-one had told her about assistance call button, we found it and showed her how to use it.

2.7. No pain relief medications given

a) the horror for our family started in the evening when grandmother called and screamed she is having terrible pains. I asked her why she is not calling nurse and she said she had been screaming for help but no-one has came to her. I called the nurse on duty and asked her why she is not going to see my grandmother. The nurse replied claiming that my grandmother is not speaking the truth and there is nothing wrong with her. I then heard on phone how nurse was walking closer to my grandmothers room and I heard that terrible screaming again in nurse phone and I started to cry. I felt like my grandmother was tortured;
b) after the first shock I requested the pain relief medications for father because he had enormous pains in his broken shoulder blade.


2.8. Necessary health tests are not made and medications not given

c) At home she had a walking stick to help her moving but nothing to assist her had been given at the hospital, There was a table for eating and toilet chair next to her bed, but no toilet paper had been given;
d) we bought the medications to cure bed sores ourselves and took them to the hospital where we were told they do not have medications like that at the hospital;
e) I am afraid that because of her diabetes that was unstable and not treatable her situation worsened, its horrible to think whether at all and how often they were dealing with her. We got the impression that they just let her to die;.
f) my sister found grandmother once having high fever and breathing problems when she reached the hospital and asked the staff why nothing is done to help her. She was cursed by nursing staff who asked why do not we let an old woman to die and grandmother was taken to intensive care;
g) the picture that I will never forget and that forced me to write to you is from a day when I reached my mother at the hospital room and saw her face red and swollen and she had been chained by hospital staff and was whispering she is dying. I went into panic and called nurse who found out my mom had blood sugar problem, after some procedure then she felt finally better;
h) we had to beg for pain killers because nobody visited that hospital room;
i) he was ordered to have oxygen mask but one day it had disappeared and when we went to find out where it had disappeared there was no-one to ask, its like no staff in that hospital;
j) my mom has diabetes and she had been in hospital for quite some time when I found out she had not been even given any insulin shots despite at home she had to inject it 4 times a day!!!
k) despite the complaints and constant pains no medical tests were done to patients and no cure given, he perished due to enteritis;
l) the client got scabies from a nursing house, despite the son had told the nurse about the problem on skin when first signs had occured. When they got home the first aid ambulance that was called and came contacted the nursing house that was concerned who had complained;
m) client in nursing house has got skin infection but has not been taken to doctor, promised to hang himself;.
q) after hip joint operation the mother of the client got an high fever and dint make contact. Despite that she was transported from regional hospital back to local hospital where she was put into room for patients with no survival hope. The surgeon did not observe the wound and later it turned out the hip joint had been moved during the transportation. Patient had enormous pains, could not sit and has to suffer pain, was told no new operation. The X-ray was made only after relatives insisted;
r) mother who had a stroke is on nursing care, has got bed sores, severe bladder infection and hospital wants to send her home;
u) its well-known many cancer patients get heavy pains, we had visited in a year three times the doctor who advised us about pain-relief medications and how to take them. Now in hospital the pain relief medications are given chaotically.

2.9. Rooms can get ice cold during winters when staff opens windows

x) We found several times that the windows were opened despite it was still very cold in April, week and half after entering the hospital grandmother died because of pneumonia.
- Many similar complaints.

2.10. Instead of necessary care patients are injected/given huge doses of intoxicating drugs and/or chained to bed

aa) he had went to hospital being in full consciousness and walked to hospital himself but it took only less than day that he had became bed-attached patient, "demented elderly" who could not eat or drink without assistance;
bb) I got the feeling he had been given so much intoxicating drugs to keep him sleeping;
cc) after every day that passed I realized she is going to loose her sense, her arms were full of injection signs;
dd) grandmother health worsened every day, instead of getting better she was now attached to some tubes, her and legs were tied and swollen, they said its from injections;
ee) legs of the patient who had stroke have swollen during the nursing care, signs of injections on legs;
ff) it took few weeks to realize that the rehabilitation care in that hospital meant feeding the patient with pain-relief medications and giving bigger and bigger doses of sleeping pills. Around week after going to hospital grandmother started to see hallucinations. Two weeks later she was completely insane, all she said was plea to take her away from there. .... At home she did not understood anything, was unable to recognize us or that she was at home. Her tongue was so swollen we could not understand any word she said. In coming days no progress either. We were guarding her with all family. The recovery from the overdoses of intoxicating drugs at the hospital took 8 months;
gg) I do not know what that was they injected me, but it was really strong and had quick impact. ... Sometimes they hit me later to see whether it was strong enough so I will remain sleeping and will not cause them any trouble...
hh) the doctor gave the 81-year old (weight 50kg) too strong doses of pain relief medications that most likely caused her death. Because I accused the doctor I was told by doctor no time to write and give me the death certificate.

2.11. Patients and their relatives are verbally abused and humiliated, when patients or their relatives complain and ask for better care they are threatened to be kicked off from the hospital and the staff starts to persecute them

ii) mom was verbally abused during night because she had dared to ask assistance when she wished to go to toilet. She was berated and did not get help;
jj) doctor said we are abnormal people, adding he means all our family;
kk) doctor refused to talk to us;
ll) each time I asked about the condition of my mother I was berated.

2.12. Feelings of patients not taken into account, at some hospitals staff likes to demonstrate how helpless the patients are, arrogantly and without a tact also speaking about their death soon

a) We met at our sister´s hospital room. Doctor who was not the in charge of my sister´s case lead the meeting. He behaved terribly - asked a question from my sister and hearing hardly the answer noted ironically - you see, they are all like her here. I felt heart to the bottom of my heart with those words. I knew myself what the situation is, but I could still expect a doctor to give a polite explanation. Sitting in the doctor´s room it was obvious he did not wish to come to that meeting and he was not even familiar with the medical case of the patient;
b) The doctor said for a start "....how FUNNY it is - he (my dad) should actually be already dead by now." We saw no fun anywhere. When we contacted the doctor again after while to ask about the condition of father the doctor kept looking at the computer screen and said: "He will die, nothing to do!"
c) Doctor leaned to the sick boy, knowing he could not speak and behaving more politely than with me but still presented is question unpleasantly loudly and in irritated way like he was speaking with annoying and deaf old person: "Tell us Stanislav how old you are?" Boy tried to do his best to answer but it was not possible to understand. Doctor said loudly, victoriously and complacently: "I didnt heard what you said, repeat it!" The young patient tried again to get voice out from his mouth. The doctor then shouted: "I didnt heard how old you are?!" And five times like that. He could have continued that circus probably had I not interfered. I need to admit honestly I started to feel sick. I interrupted the doctor loudly saying "I heard he said he is 19!".

2.13. No modern nursing services offered

e) it looked like staff was never at work;
f) during the 4 months he was there we saw only 3 times some employees. One was cleaning lady, another was Russian employee, probably nurse who turned the patient who had pain and horrific bed sores, third time I saw staff member was when I went to take mother´s belongings on the day of her death;
g) when at first hospital she got at least some kind of therapy then at the nursing hospital where she was transferred she was left in same position every time we visited her;
h) I saw my dad with empty look, not shaved and not cleaned. After I asked the staff member for comb she made big eyes and shouted that she is not nurse, so that question to her is not relevant. Finally one upset staff member found a comb and announced they do not take care of the patients appearance. So we decided with family we will take care ourselves and we took all necessary tools with us every time we went to visit him at hospital;
j) is it normal that nursing home clients cant get out from the building in summer? What to do to get dignified service for the people, we have paid lot of money for that place?
k) Why the patient in comatose was not taken care? The 22-year old friend of client was in comatose and there seemed to be no nursing at all. Now the patient is out of comatose and needs therapies and good nursing, but its impossible to get it. Friend was made handicapped forever due to insufficient nursing.

3. Health care providers try knowingly to take steps that could cause the death of the patients (giving them overdose of drugs, withdrawing necessary medications, freezing the bed-attached- patients while leaving them next to opened window during chilly Nordic weather etc.

o) On May 5 nursers informed us mother had tried to commit suicide, she had tried to disconnect the cannula attached to her etc, blood transfer was needed because she had lost over a liter of blood. Mother insisted us later she did not do that and that doctors had done something wrong (at that point we thought mother has lost a sense but we are not sure about it any more). Mother had been illegally chained to bed;
p) almost immediately staff started to accuse my dad that he had been drinking all the chemicals that were meant to clean the hospital room!!! It became clear almost immediately they wish to get rid off of my dad as soon as possible;

4. Because there are few establishments offering nursing services in Estonia, relatives are pushed to pay bribe to maintain the service or get better service

q) when we were cleaning mother ourselves nurse came and shouted why we come to make her trouble and that we should know mother will not leave longer because of that, she also asked us for money;
r) doctor said that the time for my dad to stay at nursing care is over and he must be sent home. Then he asked in that meaningful way - I do not know whether we can still find some kind of solution to that. I understood immediately he was asking a bribe.

5. Money of patients stolen

Several cases reported, including staff member calling to relative and asking whether he knows the banking card code of the patient.

6. The complaints about abuse and medical service are not taken seriously. They are ignored, not admitted, patients who complain made to look ridiculous, humiliated, berated, threatened to be kicked off or to be punished in different ways. In some cases the poor quality is however admitted and the comment is it should be like that

v) There are tens and tens people in similar situations who do not know where to turn to get help because nobody is listening them and they are labelled liars who have communication problems;
w) when we looked for justice and answers we were asked whether we do not know that this is the place where people are sent to die and not to recover;
x) I then asked the doctor to look after her and not to interrupt the little therapy they had done. But the doctor got angry and said I should take my sister away if I do not like what they do;
y) grandmother was shaking in bed, eyes big from fear and looking towards door. I asked what had happened and she whispered into my ear that nurse had threatened her a day before and had told her that if she calls again it will end badly. When the nurse left she also took phone with her so grandmother could not call. I was so angry to hear that and I went to nurses room to ask for explanation. No sensible answer was given and of course they denied it. Their attitude changed for even worse after that;
z) no-one had name on her clothes neither told us the names when I said I wish to present a complain. They told me at nurses resting room - six of us against you, what you think who will believe you? Like I was there only to crash their mood;
aa) what happened when mother died was that the doctor did not answer the phone any more;
bb) Mother had mobile phone and dad called her every day. Every day. Mother was sane and spoke about her condition. Once when dad had been speaking to her phone the phone was left open and what my dad heard was unbelievable. Nurses who had came to hospital room after mother had called for help loudly were screaming at mother to shut up or she will be chained and locked alone into dark room. DO YOU UNDERSTAND WHAT IS REALLY GOING ON THERE??????????? Yes, I cant prove that because we had no tape recorder to record it. But I wish you to know how they work in that house. They lack any COMPASSION . (testimony from the letter of daughter to his mother´s doctor);
cc) after we had asked oxygen mask things went worse, because she was taken into section of dying people where she had to share the room with insane patient screaming days and night;
ee) then something unexpected and unbelievable happened - doctor jumped over the table and grabbed me with his hands. He grabbed my breast and I felt how his fingers were slipping behind my brassiere, and he gnarled and and teared it like dealing with a rag doll. I was so shocked I probably did not even defend myself (testimony by the lawyer of the Estonian Patients Advocacy Association about her encounter with a male doctor she had went to meet to talk about a client).

7. Severe shortages management of hospitals
a) management lacks the overview about patients, their cure and the activities of their employees;
b) hospital leaders justify the ignorance or unauthorized acts by staff when patients or their relatives reveal those cases;
c) there is complete lack of control about the quality of service and also no wish to improve the quality of service;
d) lack of regulations and supervisory tools to grant the quality of service;
e) there is no system to handle the complaints of patients or their relatives;
f) the qualification of staff offering nursing services is clearly insufficient.

The nursing services in Estonia are described in testimonies by relatives with following words:

a) empty and weird "meat industry";
b) I would like to talk screaming about the people who work there;
c) I wished to know whether the horrible stories I had about the hospital are true. When at the hospital I realized the situation is even worse;
d) patients have lost all hopes for survival, because they have been made clear they were taken there for one reason only: to die;
e) daily visits convinced me in even more horrific way what you had experienced;
f) the environment in that hospital is softly said dismal and inhuman;
g) its like horror film what we went through;
h) we would not recommend anyone to let you loved ones to hospital because the patients will not come out on their one legs from there;
i) the TV report about the hospital opened the old wounds - sorrow, pain of loss, anger...
j) I got a shock when I went to see my sister to that hospital first time;
k) because of this experience I know that in Estonia unfortunately there is no proper nursing care and no order to offer compassion to fatally ill and their relatives;
l) most horrible is that if you really wish to put a person to nursing hospital we do not have in Estonia such a place (for nursing care patients who should be supervised by doctors). You should watch instead how people are tortured and humiliated and you know from that place the patients do not come out alive;
m) I was in hysteria every night because I was unable to help her. Sometimes I was sitting for long time in car to calm down before I drive home. I was thinking what kind of people work there and how all were treated there, it was so inhuman you could talk and talk about these stories;
n) I am so sorry my mother had to suffer like that there for so long!
o) I was in tears when I watched the TV report about that hospital;
p) I cant believe that such nursing treatment is normal!? Human being was just kicked to some corner to die! And its exactly how it was. My dad died like that in 2010 and I have painful question whether there was anyone with him at all?! Was he in need of help and no-one went? Unfortunately that question will remain without answer forever....
q) we will be hunted forever with this negligence and indifference of hospital staff and the pain they caused. Are some parts of Estonian hospital system so down they cant offer even dignitive last days for humans...?
r) one doctor I know told me I should be grateful my dad was unconscious when in... hospital. He said he himself had taken his dad off from there because nobody had cared for his health there;
s) after that two hard months full of humiliation by hospital staff followed;
t) no, I do not wish to become old in a state where I am treated - when I fall ill or will be old - like an annoying meat body;
u) I felt frustrated again when I saw that same room, the doctor and the hospital. What had happened to her there was against all human principles. I can still not forget the lies etc. by the doctor... Such person should not work as a doctor. When you wish to know more I am ready to talk;
v) later at Tallinn funeral company one of the workers there told us that hospital is death factory;
w) last autumn also my grandmother was at the same hospital and the complaints could be same as aired in the TV program;
x) the experience was negative, to improve the situation I am ready to say few words - its terrific to even think about it all again;
y) I got a clear opinion that the hospital needed the patient only to get the money from Sickness Fund. Rehabilitation plan for my sister was compiled but it remained just a plan because it was not possible to implement it and the doctors who had compiled it had no interest to follow whether it was even used. But making such a plan is profitable - it takes money to those who compile it but it brings nothing good for a patient!
z) all the point of the story is that from a person who was going to die was taken off the dignity. It is hard for us to remember the suffering of father;
aa) I wish to say this kind of attitude is common in many nursing establishments;
bb) this place is like concentration camp, no medical treatment, no nursing, the food was extremely bad. Patients and their relatives are scared that if they dare to complain about anything they will be signed out.
